Project scope, complexity, compliance requirements, and integration needs determine the appropriate tier. Assessment & Planning engagements are typically for requirements analysis and architecture review. Tactical projects cover single-purpose applications. Program-level projects involve department-wide solutions. Enterprise engagements are for multi-agency platforms and organization-wide systems.
Larger projects use milestone-based payment schedules. Typically: 20% deposit at contract signing, 30% at architecture approval, 30% at development completion, and 20% at final deployment and acceptance. Payment schedules are customized based on project timeline and organizational requirements.
